The Opportunity

We are seeking an experienced PMO Lead to lead the Programme Management Office for a large‑scale, multi‑year Council Transformation Programme. The programme spans multiple workstreams and is designed to deliver over £100m of annual savings alongside fundamental changes to how the organisation operates.

Key Responsibilities

  • Lead and continuously improve the PMO function for a complex, multi‑workstream transformation programme
  • Own programme governance, including servicing senior boards and executive‑level forums
  • Maintain the integrated programme plan, tracking milestones, dependencies and resources across all workstreams
  • Own portfolio‑level benefits realisation, working closely with Finance and HR to track cashable and non‑cashable savings
  • Lead RAID management, ensuring risks, issues and dependencies are identified, managed and escalated appropriately
  • Produce high‑quality executive reporting for senior leaders and Members
  • Lead programme assurance activity, including health checks, gate reviews and external audit support
  • Champion a data‑led, modern PMO, using digital tools and AI to automate reporting and improve insight

About You

You will be a confident, credible PMO professional with experience operating at portfolio or enterprise level, ideally within the public sector or a politically led organisation.

Essential experience includes:

  • Leading or establishing a PMO for a complex transformation or portfolio
  • Strong knowledge of programme and portfolio management methodologies (governance, RAID, benefits, assurance)
  • Experience supporting senior governance boards and executive‑level stakeholders
  • Benefits management experience, including tracking savings against financial strategies
  • Excellent analytical and reporting skills, with the ability to translate complexity for senior audiences
  • Strong stakeholder management skills, able to influence without direct authority
  • Experience using digital PMO tools, dashboards and reporting platforms
